Principals of Change: What Principals Need To Lead Schools to Excellence.

This report by the National Association of State Boards of Education Capitol Study Group on School Leadership proposes changes in the principalship. States need to define the qualities effective principals according to a set of standards and require evaluation of knowledge, skills, and dispositions defined in the standards. Policymakers must make hard decisions about accreditation that will indicate that poor quality will not be tolerated. Targeted recruitment strategies are needed to attract high-quality candidates in hard-to-staff schools. States should consider providing high-quality alternative routes to the principalship. New principals should have a formal induction program. Targeted training and assistance to principals should be available throughout their careers. States need to include effective teacher-recruitment strategies to provide a supply of high-quality principals. Support services and growth opportunities should be available to encourage excellent principals to remain in the field.
