Teaching and Learning Infrastructure in Higher Education. Report to the HEFCE by JM Consulting.

This report reviews the requirements for infrastructure for teaching and learning in United Kingdom universities and colleges of higher education. It assesses the extent of remedial investment required, using data from many sources, and sets out the conditions needed to manage this infrastructure on a sustainable basis. The report is primarily concerned with current needs (2001-2006) but also looks at current trends and developments and their implications for the infrastructure required to support them. Parallel reports are being developed for the infrastructure required to support research. To a large degree, the study is concerned with the generic institutional infrastructure that underpins all university academic activity (buildings and services). The report emphasizes three recommendations: (1) a policy initiative to clarify and support the responsibility of institutions for planning and investing to maintain their own physical infrastructure on a sustainable basis; (2) a capital funding scheme provided by the government to allocate resources to institutions on a formulaic basis spread over several years to address the five billion pound remedial investment needed for existing infrastructure; and (3) a project-based scheme to which institutions could bid for advanced facilities to increase capability for e-learning and widening participation.
