Canada's Constitution guarantees the right to the English-speaking minority in Quebec and the French-speaking minority elsewhere in Canada to have their children receive K-12 public education in the language of the linguistic minority of that province. A working group recommended a guarantee to Francophones of a distinct right of management and control of the education of Francophones. The government of Alberta developed a model for Francophone governance, and the Francophone Governance Implementation Committee developed the "Francophone Governance Implementation Handbook" to answer questions about the implementation and maintenance of Francophone governance. This guide presents: "Historical Background"; "Francophone Education Regions"; "Regional Authorities"; "Operational Funding to a Regional Authority"; "Transfer of Assets from a School Board to a Regional Authority"; "Transfer of Non-Teaching Employees from a School Board to a Regional Authority"; "Elections"; and "Bibliography." Three appendixes include applicability of legislation, ministerial orders, and forms. (SM)
