Read-To-Achieve Grant Program Annual Report to the Colorado Department of Public Health and Environment.

Colorado Senate Bill 00-71 and S.B. 00-124 established the Read-to-Achieve Grant Program. The purpose of the program is to solicit proposals from any elementary school, including a charter school, or consortium of schools, to fund research-based intensive reading programs. The funding opportunity was designed specifically for second and third grade students and students between third and fourth grades whose literacy and reading comprehension skills are below the level established by the State Board of Education in the Colorado Basic Literacy Act (CBLA). In fiscal year 2000/2001, the program received a total appropriation from the Tobacco Settlement Funds of $15,895,687--99% of the funds have been distributed directly to schools implementing intensive reading programs through Read-to-Achieve grants. One of the main principles of the program is to ensure accountability for the planned and actual use of the funds. A comprehensive review process involving 222 trained reviewers from across Colorado with expertise in reading and school-based reform was used to make sure research-based programs were in place in funded schools. Detailed feedback was provided to all 817 applicants for these funds.
