This report provides highlights and updates regarding state actions on child care and early education issues during 2000. The information in the report was collected by means of written and telephone surveys with advocates or state child care administrators in each state. The final draft was reviewed for verification by advocates or a state child care administrator in each state. Following an introduction summarizing some of the findings, the report provides information in the following areas for each state: (1) overall funding; (2) subsidy eligibility; (3) subsidy co-payments; (4) subsidy reimbursement rates; (5) tax credits; (6) training and compensation; (7) child care facilities; (8) protecting children through licensing provisions; (9) infant and toddler care; (10) school age care; (11) odd hour care; (12) Head Start, prekindergarten, and collaboration; (13) early literacy; (14) other quality and supply initiatives; (15) planning and local involvement; (16) promoting business involvement; and (17) administration.
