Philadelphia Committee To End Homelessness, PA.
This plan is intended to stimulate action to end homelessness in Philadelphia by 2010. Based on local and national research on homelessness, it examines how to achieve this goal, highlighting advocacy, information, services, housing, jobs, communications, accountability, and resources. Research indicates that many dedicated people are working on ending homelessness; active federal participation has had disappointing results; each unique community must custom-design its solution; and proper sequencing of strategies is important. The plan highlights 30 issues, including ending, not managing, homelessness; housing first, rehabilitation second; accountability is essential; employment is necessary in building stability; a plan to end homelessness must have timetables, systems, and resources; and homelessness devastates children. The plan emphasizes creating independent living situations for homeless people. Eight essential components of the 2010 plan are community commitment to change, information, inclusion, housing, employment, awareness, accountability, and prevention. Ten action steps toward the goal of ending homelessness by 2010 include: convene a summit session of key leaders; create a database on homelessness issues; form a task force to establish an end-of-homelessness strategy with the state and federal government; and form a financial oversight committee with more than advisory responsibilities.
