Using Title I To Support Out-of-School Time and Community School Initiatives. Strategy Brief.

Despite the demonstrated social value of out-of-school time and community school initiatives, such programs lack dedicated funding sources available to support their efforts. This strategy brief argues that Title I of the Elementary and Secondary Education Act can serve as an important funding source for out-of-school time programs and community school initiatives. The brief presents an overview of the Title I program, emphasizing its use for extended learning through out-of-school time and community school initiatives. The brief then highlights three strategies that community leaders, program developers, and school officials can employ to access these funds to support out-of-school time and community school initiatives. The brief focuses on activities that provide direct links to academic performance: (1) out-of-school programs providing additional instructional time or supporting instructional goals; (2) parental involvement; and (3) preschool services and education to facilitate transition to elementary school. The brief discusses considerations for each strategy and provides examples of innovative approaches. The brief concludes with a list of pertinent resources and organizations. (KB)
