Shaping the Future: A Five-Year Plan for Iowa's System of Community Colleges.

This document is a 5-year plan designed to improve the overall service and performance of Iowa community colleges. The plan emphasizes how the Iowa system values maintaining an open-door policy, responding quickly to students, the community, and industry needs, and collaborating with different educational and business sectors. Four major strategic goals for the system are disclosed in the report: (1) providing high quality, comprehensive educational programs and services; (2) developing highly skilled workers to meet industry demands; (3) maximizing financial and human resources to assure that Iowa community colleges are able to compete on national and international levels; and (4) demonstrating effectiveness and efficiency in achieving system goals, such as developing a set of agreed-upon performance indicators common to all community colleges. The report includes examples of programs that can be set up and utilized for achieving and measuring effectiveness. Also included are demographic, educational, technological, political, and economic assumptions for Iowa and its community college system, including: (1) the Iowa population will grow at a slow and steady pace, but the growth will not be uniform across the state; (2) the median age of Iowans will continue to rise; (3) the majority of the current workforce will require additional training and are likely to participate in lifelong learning; and (4) the shortage of skilled workers in Iowa and surrounding states will continue to be a major problem.
