The 2000-2003 goals and objectives of the Houston Community College System (HCCS) in Texas include the following: (1) focus on student learning in the classroom; (2) ensure student access and success through comprehensive student services; (3) develop and maintain outstanding educational programs; (4) ensure a quality learning experience; and (5) connect the learning college to the local and global community. Data include: (1) the service area adult population is 1,387,720; (2) there are 668,742 total households in the service area, and the average household income is $56,801; (3) 51% of the total population is female, and the median age is 33; (4) 23% of the population is African American, 36% is Hispanic, 6% is Asian/Pacific Islander, 33% is white, and 2% is other; (5) 38% of the population has a college degree; (6) over a 3-year period ending in fall 2000, HCCS opened seven new facilities in the college service areas; (7) in late fall 2000, HCCS opened a new administrative center, which provides additional space for instructional programs and corporate training; (8) the college system was instituted in 1971 and now serves an urban area of more than 4.2 million people.
