Transforming Access to Government through Information Technology. Report to the President.
National Coordination Office for Information Technology Research and Development, Arlington, VA.
This is one in a series of reports to the President and Congress developed by the President's Information Technology Advisory Committee (PITAC) on key contemporary issues in information technology. This report highlights findings and recommendations on how the government can provide leadership by solving key information technology challenges, improving public access to Federal resources, and re-engineering and simplifying internal and external government transactions. Three findings are identified that focus on: technological barriers to citizen access; information technology for organizational efficiency; and structural impediments for Federal CIOs. The report offers three key recommendations: establish a coordinated research program that addresses Federal e-government requirements; create an Office of Management and Budget (OMB) Office for Electronic Government and a Government Information Technology Innovation Program to promote, lead, and coordinate Federal efforts to improve citizens' access to government information and improve government processes; and establish pilot projects focused on connecting near-, mid-, and long-term Federal efforts.
