Dropout Study: A Report to the 77th Texas Legislature.

This report presents findings and recommendations from a study of the current system used to identify and report Texas students who do not graduate from high school or who drop out of school before enrolling in high school, required by the Legislative Budget Board, State Auditor's Office, and the Texas Education Agency (TEA). Dropout rates published by the Texas Education Agency have been criticized for not presenting an accurate picture of the dropout phenomenon in Texas public schools. The recommendations address three areas in which reporting of the current annual dropout rate has been criticized: dropout definition, dropout rate calculation, and data quality. The report focuses on: "State Policy Overview" (current statutory requirements, overview of TEA, dropout data processing, and state policy history); "Dropout Definition" (history of TEA definition, data processing refinements, and National Center for Education Statistics data); "Dropout Rate Calculation" (annual dropout rate, longitudinal completion and dropout rates, and attrition rate); and "Data Quality" (Public Education Information Management System, or PEIMS, resources and accountability safeguards and consequences of inaccurate reporting). The four appendixes feature: leaver reasons coded for 1997-98 and 1998-99 leavers, PEIMS leaver reason codes and documentation requirements, historical annual dropout rates by student groups, and dropout data collection and reporting in other states.
