Texas Child Care Portfolio, 1999.
Texas Association of Child Care Resource and Referral Agencies, Georgetown.
Noting that the need for child care has become a critical component of getting parents off welfare rolls and into jobs, the Texas Association of Child Care Resource and Referral Agencies (TACCRRA) developed this report providing a portrait of regulated child care availability in each Texas county to assist planners and policymakers at community, county, and state levels in finding solutions to child care challenges. The report also provides a baseline to promote understanding of the current state of child care in Texas. Following introductory remarks, Section 1 of the report provides guidance in interpreting the profiles, defines variables, details data sources, and explains common acronyms and terms. Section 2 presents state information. Section 3, the bulk of the report, contains county fact sheets, with some counties having one-page profiles and some having two-page profiles. The one-page profiles provide information on the following indicators: (1) county demographics; (2) county-level information about family status and composition; (3) unemployment rates; (4) workforce development area employment trends and their effect on child care; (5) workforce development area child care workforce estimates; (6) licensed/registered child care spaces by age group; (7) total licensed/registered facilities and space; (8) licensed/registered child care spaces by program type; and (9) the average weekly price of full-time child care--the two-page profiles include the following additional information: (10) the average daily price of part-time child care; (11) a county map with identified geographic areas; (12) county demand/availability rating for identified geographic areas; (13) types of consumer educational material provided to parents by local agencies; (14) number and type of accredited facilities; (15) percentage of facilities offering full-time or part-time care; and (16) number and percentage of facilities offering nontraditional child care.
