A New Charter for Ontario Colleges of Applied Arts and Technology of Ontario: A Discussion of Key Roles and Priorities.

This paper, developed by the Association of Colleges of Applied Arts and Technology of Ontario (ACAATO), outlines the key elements necessary to establish a new charter that will take greater advantage of Ontario colleges' potential as significant contributors to the economy. The paper presents the rationale for a new charter, and then describes the changing roles of the colleges in the 21st Century. During conferences that took place across Ontario, presidents and partners from all 25 colleges urged the government to provide a new learning and human resource development framework to enhance the colleges' contribution to social and economic development. Key charter elements recommended by the General Assembly include: (1) increased board authority; (2) increased institutional flexibility that allows colleges to develop various revenue-generating enterprises; and (3) increased credentials. The report concludes with a call to action, that includes the following steps: (1) consultation among the Board Chairs, Presidents, and Regents; (2) research that can translate the key elements into appropriate categories of legislation, regulation, and policy; and (3) advocacy by the ACAATO Executive on behalf of the charter.
