Charter School Program: An Evaluation.

This report provides a performance and financial evaluation of Wisconsin's charter schools. It examines charter schools that were open during the 1997-98 school year, and it includes their educational programs, administrative policies, and enrollments. The report also details program expenditures, student performance, legal issues, and the effects charter schools have had on other district schools. To secure data, school-district administrators in each of the 14 school districts with charter schools were interviewed. In addition, available enrollment and test information were reviewed, along with funding the charter schools have received. The results identified two types of charter schools: those that enroll at-risk students and those that provide a general education appropriate for a wide range of students. The report compares charter-school programs and policies to regular district schools, including the advantages resident in charter schools. Concerns about charter-school programs are treated at length, such as financing, equity of funding, charter-school admissions, and ways to enhance charter-school operations. The document then turns to the future of the charter-school program, with a look at special-education services, legal challenges, concerns related to exemptions, tuition, effects on district schools, and possible legislative options.
