The Pennsylvania System of School Assessment Writing Assessment Handbook, 1998-1999.

This handbook presents an overview of the Pennsylvania System of School Assessment and a description of the Writing Assessment. Districts are encouraged to use the procedures and methods described to create prompts and score writing samples as part of their district-level assessment program. After an introduction and overview of the Pennsylvania State Assessment System and of writing assessment, sections of the paper address: elements of the writing assessment (writing strategies and the writing sample); evaluating writing; and reporting results. Appendixes present the holistic scoring guide, sample anchor prompts and student essays, a list of Advisory Committee members, and information on testing accommodations to engourage participation by students with disabilities.
