"Preventing Reading Difficulties in Young Children." Summary Report for the United States Department of Education Reading Summit (Washington, DC, September 18-19, 1998).
Distilling the essential elements of the report "Preventing Reading Difficulties in Young Children," this paper summarizes how reading develops and how reading instruction should proceed. After an introduction and overview, sections of the paper summarize the following: highlights for parents, caregivers, preschool teachers, directors, teachers, and principals in regard to preventing reading difficulties in young children; findings related to teacher education; findings for state and local education agencies; and findings related to students with limited proficiency in English. The paper also illustrates key skills and stages in the development of literacy skills. A series of charts illustrating developmental accomplishments from birth to grade three are attached. (SC)
