Student Learning Outcomes Assessment Reports, 2001: Maryland Public Colleges and Universities.
As part of Maryland's performance accountability process, public colleges and universities have had to develop a plan for the assessment of undergraduate student learning outcomes and submit annual progress reports to the Maryland Higher Education Commission. This report includes highlights of the submissions from each of the 13 public four-year institutions and 16 community colleges as well as the unedited executive summaries of the reports prepared by each institution. Campuses were asked to indicate how assessment of student learning affected the educational process at the institution and how selected academic programs changed or improved as a result of the assessment of student learning outcomes. The only common learning outcomes measure used by all institutions is participation in the biennial follow-up survey of graduates 1 year after graduation. Institutions use a variety of other surveys and data to assess their learning outcomes. State-mandated learning outcomes assessment has become a continuous process of self-reflection leading to change and improvement. Institutions across the state used similar language in their reports to indicate their belief in the usefulness of learning outcomes assessment, but Maryland colleges and universities are at different stages of developing assessment systems. Appendix 1 describes the reporting guidelines, and the second appendix contains two summary tables. Appendix 3 contains a synopsis of the results of student learning outcomes assessment at the institutional and programmatic levels by school. (SLD)
