A Review of Special Education in British Columbia.

This report presents findings of a special team to review special education policy, its implementation, accountability, and program effectiveness in British Columbia. The team identified a set of issues to address including: inclusion/integration, parental involvement, assessment, Individual Education Plans, evaluation, transitions, employees who work with students with special needs, special education funding, collective agreements, and measuring success. The report includes sections which address: (1) the historical context; (2) the policy framework; (3) human resources (leadership, teacher preparation, teachers' assistants, and collective agreements); (4) financial resources (including fiscal accountability and audits); (5) assessment and early identification; (6) Individual Education Plans; (7) assessing learning (classroom-based assessment and school and system-based assessment); (8) communication and cooperation among service providers (during the school entry process, school transitions, successful practices, and technology); and (9) parental appeals. Overall, the review team agreed with current special education policy but offered 47 recommendations in the areas listed above. (Contains 45 references.) (DB)
