Public School Volunteers: Law and Liability in North Carolina.

Volunteer involvement in North Carolina public schools is steadily increasing, yet few local school boards have official policies governing the use of volunteers in their schools. An official volunteer policy reduces the risk of injury to participants in school volunteer programs, reduces a school board's liability exposure, and reduces volunteers' own exposure to liability. Screening mechanisms designed to help prevent dangerous or unqualified individuals from gaining access to school facilities, employees, and students reduce the risk of injury in public schools using volunteers along with specific guidelines on training and supervising volunteers. This book addresses the major liability issues for volunteers and school boards in three parts: (1) the risk of liability for volunteers themselves; (2) direct school board liability; and (3) vicarious school board liability. A discussion of methods for reducing risk in volunteer programs concludes the book. Appendices contain the Volunteer Protection Act of 1997, a volunteer position risk-assessment tool, an interview protocol for higher risk roles, a volunteer and visitor sign-in sheet, and a general consent form for volunteers.
