Measuring Up: A Standards and Assessment Benchmarking Report for Massachusetts.

At the request of the Massachusetts Department of Education, Achieve, Inc., conducted an evaluation of the state's K-12 mathematics standards and grade 10 Massachusetts Comprehensive Assessment System (MCAS) tests in English language arts and mathematics during the spring and summer of 2001. The state's English Language Arts standards were not analyzed because Achieve believed they were already among the best in the United States. This report presents the results of Achieve's in-depth examination of the quality, rigor, and alignment of Massachusetts' expectations. Data came from reviews by experienced reviewers. The state has made substantial progress in developing and implementing strong standards and assessments that measure what the standards expect. Overall, the evaluation finds that the standards and high school tests are of high quality and are aligned, providing a solid foundation on which to build state education policy. The grade-10 tests were found to be rigorous yet reasonable, the most challenging of the exit-level tests Achieve has reviewed. Achieve also found the mathematics standards to be well organized, jargon-free, clear, and precise. Recommendations for improvement include amendments to the MCAS high school tests to correct relatively minor flaws and development of the mathematics standards to sharpen their focus at each grade level.
