New Tools for Analyzing Teaching, Curriculum and Standards in Mathematics & Science. Results from Survey of Enacted Curriculum Project. Final Report.

The Council of Chief State School Officers has completed a 2-year project to develop and test Surveys of Enacted Curriculum in Mathematics and Science. This final report describes advances in survey methods and analyses of enacted curriculum data, highlights central findings of the research, and presents applications of the survey and data tools. The Surveys of Enacted Curriculum project was designed to address broad questions about standards-based reform by testing a survey approach to analyzing the enacted curriculum in mathematics and science. More than 600 teachers across the 11 participating states completed self-report surveys about the subject content they taught and the instructional practices they used in their classes. This final report highlights four primary results from the study. The Surveys of Enacted Curriculum provided educators and researchers with reliable, comparable data on the curriculum, establishing that this approach yielded efficient and reliable data collection. The second major result is that the surveys used an advanced methodology that improved on previous approaches, especially because of the use of a two-dimensional matrix that showed the intersection of content topic and expectations for learning. The study also produced findings on state initiatives and developed tools for data reporting that were aimed toward teachers and administrators. A final major finding is that the alignment analyses have important applications for teachers and policymakers attempting to improve their practices. Several study products were produced in addition to this report; the surveys themselves are available from the Council of Chief State School Officers on CD-ROM. Appendixes contain descriptive data on participants in the 1999 survey of Enacted Curriculum, information on state initiatives, standards, and assessments, and an analysis guide.
