Kallus, Richard, Ed.
This report includes state summaries of the annual dropout rate used in the accountability system, along with state attrition rates. It offers a series of longitudinal secondary school completion/student status rates. Out of 1,794,521 students attending Texas public secondary schools during 1999-00, 23,457 dropped out, a decrease of 15.0 percent. Dropout rates for African American and Hispanic students remained above that for white students. The statewide annual dropout rates for grades 9-12 was 1.8 percent. Out of 244,777 in the class of 2000 grade 9 cohort, 80.7 percent graduated, 4.8 percent received a General Educational Development certificate, and 7.3 percent continued school the following school year. The 4-year longitudinal dropout rate was 7.2 percent. The report provides historical information about Texas dropout policy and the evolution of the dropout definition used for accountability purposes. Common methods of measuring student progress through school are discussed, along with potential advantages and disadvantages associated with each measure. The report describes Texas Education Agency data collection, processing, and reporting and discusses national requirements for dropout data. Finally, it summarizes reasons students drop out and outlines effective dropout prevention strategies. Ten appendixes present further dropout data. (Contains 15 tables, 14 figures and 30 references.)
