The Return to Separate and Unequal: Metropolitan Milwaukee School Funding through a Racial Lens.
Rethinking Schools, Ltd. Milwaukee, WI.
Two papers in this report document that as the percentage of African American students and students of color has risen in the Milwaukee Public Schools, funding per pupil has plummeted compared to funding in predominantly white suburban districts. It underscores that school funding reform is not only an educational necessity, but also a matter of civil rights and racial justice. The two papers are: "The Return to Separate and Unequal: Metropolitan Milwaukee School Funding through a Racial Lens" (Michael Barndt and Joel McNally) and "Nicolet vs. Custer: How Unequal School Funding Affects Education" (Joel McNally). The five response essays are: "Securing Our Future: Eliminating Wisconsin's Educational Disparity" (Gwendolynne Moore); "Separate and Unequal Education Is Thriving in Milwaukee" (William Lynch and James Hall); "The Struggle Continues: African Americans and the Quest for Educational Equity" (Diane Pollard); "Urban Schools are a Regional Responsibility" (John A. Powell and Vina Kay); and "Beyond Equity to Adequacy" (Whitney Allgood and Richard Rothstein). An appendix presents methodology and graphs. (Contains 22 figures). (SM)
