Paraprofessionals in the Education Workforce.

This paper discusses the use of paraprofessionals in the classroom. Section 1 examines the present situation, framing issues confronting the field with regard to training and utilization of paraprofessionals. It focuses on: distinctions in the roles and responsibilities of teachers and paraprofessionals; an analysis of duties performed by paraprofessionals in various settings; and a review of the state-of-the-art with regard to regulatory procedures and practices that have an impact on determining roles and functions of paraprofessionals, criteria for their employment, and standards for training and career mobility. Section 2 outlines future needs of the field, highlighting training and career development. The paper concludes that there is a need to gather data and conduct research about current roles and duties performed by paraprofessionals in various settings and to strengthen linkages between state departments of education, local education agencies, other provider agencies, institutions of higher education, and local chapters of professional organizations and unions. Four appendixes include: educational support personnel career development (teacher licensing and credentialing opportunities); paraprofessional regulatory/administrative policies and procedures; the paraprofessional credentialing system in Kansas, Maine, and Georgia; and contacts at state and local education agencies and institutions of higher education.
