Head Start, Medicaid, and CHIP: Partners for Healthy Children. A Guide for Head Start Programs.

Eleven federal agencies have established a multi-agency effort to increase enrollment of uninsured children in Medicaid and the state Child Health Insurance Program (CHIP). Noting that the cooperative efforts of agencies with jurisdiction over children's programs within the Department of Health and Human Services offer new opportunities for Head Start programs to work with Medicaid and CHIP agencies to increase enrollment for both Head Start children and their siblings, this book provides guidance for Head Start programs to collaborate effectively with other agencies. Chapter 1, "Working with Partners," discusses planning successful collaboration and making state and local partnerships work. Chapter 2, "Reaching out to Families," includes informing Head Start families about Medicaid and CHIP, identifying typical barriers to service, and serving the needs of the Head Start population. Chapter 3, "Partnerships in Action: Strategies that Work," presents effective outreach strategies suggested by the Health Care Financing Administration for reaching eligible children. Six appendices describe Head Start and Early Head Start services, detail the performance standards for health services, describe the child health component of the Medicaid program and the state Children's Health Insurance Program, contain the federal intra-agency agreement, delineate available services by state, and identify state contacts for CHIP, Medicaid, and Head Start collaboration offices, as well as regional and national agency contacts.
