The Higher Education Funding Council for England has a funding agreement with each institution that it funds that specifies the targets relating to student numbers that the Funding Council expects the institution to meet. This document explains the action the Council will take if institutions do not meet their targets for 2001-2002. The constraints on recruitment within the funding agreements are outlined. To achieve the student number objectives, the Higher Education Funding Council will withhold grants from an institution that: (1) is found to have a level of assumed resource above its contract range; (2) recruits more than a permitted margin above its maximum student number; (3) does not deliver the expected growth arising from a bid for additional funded places; or (4) under-recruits against its contract full-time equivalent for medicine and dentistry.
