Intercollegiate Athletics. Four-Year Colleges' Experiences Adding and Discontinuing Teams. Report to Congressional Requesters.

Under provisions of the Higher Education Amendments of 1998, the U.S. General Accounting Office (GAO) studied participation in college athletics, including decisions by colleges and universities to add or discontinue sports teams. Information was gathered from participation statistics of the National Association of Intercollegiate Athletics and the National Collegiate Athletic Association and from questionnaires completed by 1,192 (96%) of the athletic directors of schools participating in either of these associations. Information was also collected on how institutions paid for new teams, and site visits to four schools provided some insights into how schools augmented their athletic programs without eliminating teams or severely reducing funding. Findings show that the number of women participating in intercollegiate athletics at four-year colleges and universities increased substantially, from 90,000 to 163,000 between school years 1981-1982 and 1998-1999, while the number of men grew more modestly, from 220,000 to 232,000, paralleling the actual increase in college enrollment. The total number of women's teams increased by 3,784, while men's teams increased by only a net of 36. For both men and women, soccer was the sport with the largest net increase in teams. The largest net decrease for women occurred in gymnastics; for men, the largest decrease was in the number of wrestling teams. In all, 963 institutions added teams and 307 discontinued teams since 1992-1993. When women's teams were added, the factors most often cited were the need to address student interest and the need to meet gender goals or equity requirements. Schools that were able to add teams without discontinuing others used a variety of strategies to increase athletic program revenue and reduce costs.
