Shaping the Future for Students with Special Needs: A Review of Special Education in Alberta. Final Report.

This final report is the outcome of a special education study initiated in March 2000 to review the delivery of educational programs and services for students with special needs in Alberta, Canada. The review process involved consultation with education partners, stakeholders, and service providers who identified issues and made recommendations to strengthen the education system for students with special needs. The report highlights 66 recommendations. Key issues and recommendations for action are identified in seven key areas: accountability, administration, funding, professional development, communication/information, resources, and policy. Specific recommendations include: (1) streamline administrative processes; (2) increase funding for students with severe emotional/behavioral disabilities to the same level as all other students with severe disabilities; (3) ensure early identification of and intervention for students with special needs in education programs; (4) ensure that graduating teachers complete course work in adapting and modifying curriculum; (5) develop a mechanism to determine the students' assistive/adaptive technology and equipment needs; (6) promote clear policy and guidelines for the involvement of parents; and (7) include in an accountability framework monitoring of programming for students who are gifted. Appendices include a glossary of terms, a chronology of events, and a synopsis of suggested solutions. (CR)
