This 1994 technical report looks at California Early Literacy Learning (CELL), a staff development program designed to help elementary teachers strengthen their teaching of reading and writing. Reading Recovery and other research-based teaching methodologies have been organized into a framework for classroom instruction, and training in the framework is provided in a two-year format that includes participation by the entire instructional team. The report is divided into the following sections: California Early Literacy Learning (an overview); Training Model; Training for Literacy Coordinators; Research; Framework for Early Literacy Lessons; and California Early Literacy Learning Sites.
