Massachusetts Comprehensive Assessment System 1998 Technical Report.

This manual documents the technical aspects of the Massachusetts Comprehensive Assessment System (MCAS). In May 1998, Massachusetts public school students in grades 4, 8, and 10 participated in the first annual administration of the MCAS tests in English Language Arts, Mathematics, and Science & Technology. This report provides information about the technical quality of these assessments. It includes a description of the processes used to develop, administer, and score the tests and to analyze test results. The report may be of interest to the educated public, but it is intended for experts in psychometrics and educational research and assumes working knowledge of measurement concepts such as reliability and validity and statistical concepts such as correlation and central tendency. The report contains these sections: (1) "Assessment Development"; (2) "Test Administration"; (3) "Development and Reporting of Scores"; (4) "Technical Characteristics"; (5) "Reference"; and (6) "Appendices." The appendixes list MCAS committee members, and discuss distributions of item statistics and estimating the accuracy of MCAS performance level decisions.
