The articles in this report were prepared to help the National Assessment Governing Board (NAGB) examine and clarify its public policy positions and its operational procedures in the area of standard setting for the future of the National Assessment of Educational Progress (NAEP). They examine evaluations of the NAGB achievement levels setting process and the ways the NAEP has been perceived by its audiences. Commercial and state standard setting processes are discussed, and some alternative models for developing achievement levels are reviewed.
