In April 1999, the (Australian) Ministerial Council on Education, Employment, Training and Youth Affairs established a taskforce on making educational equality for Indigenous peoples a national priority; enhancing the performance and monitoring framework for the National Indigenous Education Strategic Initiatives Programme (IESIP); and developing national Indigenous numeracy, literacy, and attendance strategies. This taskforce report identifies the achievement of educational equality for Australia's Indigenous peoples as a realistic goal. Central to the taskforce's work was the development of a statement of principles and standards for educational infrastructure and service delivery and the development of a set of more consistent performance indicators to enhance the current IESIP performance and monitoring framework. The taskforce also developed a model for more culturally inclusive and educationally effective schools and a framework for developing more efficient and effective cross-portfolio mechanisms. Seven barriers to achieving educational equality are identified. Twelve attachments present performance indicators and nine appendices contain the national Aboriginal and Torre Strait Islander education policy, Adelaide Declaration on national goals, MCEETYA 1999 decision, taskforce members, terms of reference, statistical details, different perspectives on the nature and purpose of education, preliminary outcomes, and the national commitment to improving indigenous education.
