2020 Vision: A Strategic Agenda for Kentucky's System of Postsecondary Education.

The paper discusses educational planning for Kentucky Community and Technical College System. A responsive and flexible system of postsecondary education is the most important tool needed to help Kentucky flourish in the early decades of the 21st century. Right now, the proportion of the population with less than a high school diploma is greater in Kentucky than all but one of their competitor states. The efforts to change and improve services will lead to various benefits for the stakeholders: there will be less bureaucratic interference for student transfer; business will have a well-trained workforce; and teachers and administrators will benefit from teacher preparation programs and professional development opportunities. The Council on Postsecondary Education is charged with leading the reform efforts envisioned by state policy leaders. Over the coming months, the development of an implementation plan will translate this agenda into more specific goals, performance indicators, and incentives. The following questions will help shape the systems plans and actions: Are high school graduates going on to postsecondary education in greater numbers? Is Kentucky creating its own businesses as well as attracting new businesses, industries, and jobs? Are governments and corporations investing more research and development dollars in Kentucky's research universities? (JA)
