Evaluation of the 1996-99 HEFCE/DENI Disability Special Initiative. A Report by the Higher Education Consulting Group (THECG) and the Commonwealth Higher Education Management Service (CHEMS).

The report evaluates a special initiative of the Higher Education Funding Council for England (HEFCE) and the Department of Education of Northern Ireland (DENI) in 1996-1997 and 1998-1999 to encourage institutions to develop high quality provisions for students with disabilities and to increase the participation in higher education of students with all types of disability. This initiative, the Students with Learning Disabilities and Difficulties (SLDD), encouraged the dissemination of good practice and built on previous special initiatives. Of the 85 bids received form institutions, 31 were selected for funding. Available data, from a variety of sources, suggest that most of the projects have met the majority of their objectives, with some being particularly successful, and a few experiencing difficulties. Two projects have run the risk of providing poor value for money, and some other projects started late, largely because of staff recruitment problems. There is less evidence of program impact outside the immediate environment of student service providers, although the opinion of those involved is that the initiative is also making an impact in these areas, such as academic departments. The adoption of project outcomes to enhance provisions for students with disabilities has been assisted by external pressure on institutions caused by changes in legal and regulatory frameworks. No accurate data exist to determine the extent to which the enrollment of students with disabilities is correlated with particular project outcomes or with the institutions hosting the projects. A number of issues for the future are outlines. Appendixes contain a list of SLLD projects, a discussion of international initiatives focused on students with disabilities, and a discussion of the National Disability Team.
