Diversity in Higher Education: HEFCE Policy Statement. Consultation.

This document explains the Higher Education Funding Council for England's (HEFCE) policy on sustaining and promoting diversity in higher education (HE), defining diversity, discussing current dimensions of diversity in England's HE, and noting areas where diversity perhaps should not be encouraged. It also discusses what is being done to encourage diversity, including: block grants; dual support for research; activity with businesses and the community; student premiums; specialist institution premiums; other institutional premiums; minority subjects (e.g., Assyriology, Sanskrit, and Horology); additional student numbers; HE in further education colleges; transfer of private HE providers into the HE sector; special funding initiatives; approach to strategic planning; and the restructuring and collaboration fund. The document concludes that HE offers considerable diversity in areas where diversity is desirable; mechanisms exist for sustaining and encouraging diversity; there are certain areas where consistency is more important than diversity; and it is important to remain open to arguments that current methods or programs are adversely eroding diversity. Appended are: HEFCE Sector Strategy Committee membership; 1999 Seminar on Diversity attendees; institutions which currently receive specialist premiums; institutions which currently receive a premium for small institutions; and principles for considering applications from private HE providers to transfer into the HE sector.
