The Higher Education Funding Council for England (HEFCE) presents its strategic plan for the years 2000 through 2005. Within the scope of the plan, three major areas of focus are promoting quality, encouraging increased participation in higher education, and fostering teaching, learning, and research in light of those activities' connection to England's overall well-being. Partnerships with relevant organizations and institutions are prioritized. To develop effective partnerships, HEFCE recommends promoting communication and collaboration between those with a stake in higher education. Included is a discussion of each strategic aim and an outline of outcomes, commitments, and key performance targets for each strategy. Overall, partnership, funding of quality research and teaching, and fostering diversity are significant goals for HEFCE. Appendix A presents financial and resource information. Appendix B includes a table with information about progress towards key performance targets as reflected in the 1999-2004 strategic plan. Appendix C is a glossary of relevant terms. (HB)
