Guidance on the 1998-99 New State Assessment System.

Guidance on the administration, scoring, and reporting of new state tests for teachers and administrators is provided. The tests are designed to track the English Language Arts and Mathematics proficiency of students in the 4th and 8th grade. Regents examinations assessing the English, Mathematics, Social Studies, and Science proficiency of high school students are also discussed. The report is divided into three sections: (1) "Schedule and Description of New Assessments"; (2) "Scoring of Tests"; and (3) "Collecting and Reporting Scores." Additional sections cover alternatives to the Regents examinations and criteria for school accountability. Appendix A entitled, "General Provisions Concerning Students with Disabilities and Limited English Proficient Students," is included; Appendix B entitled, "Examination Schedules for June and August 1999," is not included in this document.
