Strategic Planning in Higher Education: A Guide for Heads of Institutions, Senior Managers and Members of Governing Bodies.

This guide provides examples of good practice in strategic planning within higher education, particularly as it applies to Northern Ireland. Examples are drawn from the experiences of 13 case study universities and colleges. Sections of the report include a summary; an introduction and overview of the strategic planning process; and a discussion of the three parts of the strategic planning cycle: planning, documenting the plan, and implementing and monitoring the plan. The guide also offers four key messages to higher education managers: (1) managers must recognize that planning is an essential tool; (2) that it needs to be systematic and embedded; (3) that it must lead to action; and (4) that implementation must be regularly monitored and challenged. Issues discussed include leadership; the mission statement and vision statement; operating statements; integrated strategies; finance and resource plans; and monitoring. Appended is a list of institutions that participated in the project; a glossary; a list of review questions; a summary of the role of the governing body in strategic planning; and some key points.
