This document presents the long-range (5-year) plan of the National Institute on Disability and Rehabilitation Research (NIDRR). The plan is organized around two key elements; first, a new paradigm of disability that sees disability as a product of the interaction between individual characteristics and the environment, and second, an emerging universe of disability with new disabling conditions, new causes for impairment, changing frequencies of some impairments, and new consequences of disability. Section 1 provides an introductory chapter and a chapter on current dimensions of disability. Section 2 focuses on the NIDRR research agenda with individual chapters on employment outcomes, health and function, technology for access and function, independent living and community integration, and associated disability research areas. Section 3 addresses priorities for related activities. These include: knowledge dissemination and utilization, capacity-building for rehabilitation research, and enhancing NIDRR's management of research. Four appendices provide abbreviations and acronyms, detail on the planning process and participants, a list of steering committee members, and a summary of NIDRR program mechanisms and funding patterns.
