This report focuses on the activities of the National Institute of Justice in 1998. It begins by discussing the organization and its financial data. Funding growth and collaborative activities since 1994 are also described. Overviews of basic and applied research, technology development, testing the research and technology, initiatives with other countries, and information distribution from the Institute are provided. While examining community safety issues, this report discusses monitoring arrestees' drug use to reveal community trends; strategic approaches to community safety; policing in the community; and minimizing risk through less-than lethal technology. In the Taking Steps To Prevent Crime section of this report, mapping out crime; partnerships that promote the safety of women and families; and enhancing public safety by improving and detecting weapons are described. Initiatives for finding new ways of working together include the discussion of partnerships in order to expand perspective and resources; consulting the experts in science and technology; and guiding the user of state-of-the-art technology. The final section, Exploring Issues of Special Concern, examines understanding crime in its context by describing a project in Chicago; examines youth and crime issues; as well as issues in sentencing and correction. The information on youth and crime issues is of particular interest to educators. Examined are developmental antecedents to youth violence, safety in schools, gang-related violence, and juvenile transfer to adult courts.
