Diversity and Participation of People of Color in Higher Education. 1999 Report.

This progress report on diversity in higher education in Washington State was undertaken less than a year after voters approved Initiative 200, which prohibits discrimination based on race, sex, color, ethnicity, or national origin. Analysis of data gathered from several sources focused on five areas: student enrollment, transfers, retention, completion, and employment. For each of these areas, the report notes goals to be achieved by 2001, analyzes relevant data, and lists strategies for enhancing diversity. The report found limited progress toward statewide diversity goals from 1995-96 (when current statewide goals were adopted) to 1998-99; most measures of participation had fluctuated from year to year and only some minority groups had met participation benchmarks. It also notes the changing political environment (in particular, passage of Initiative 200) and changes in racial/ethnic reporting categories mandated by Congress. The report recommends that the state Higher Education Coordinating Board (HECB) review statewide goals, that a report on this review be submitted no later than September 2000, and that the HECB continue to monitor participation of people of color in higher education and report on effective practices for increasing participation.
