Presidential & Board Assessment in Higher Education: Purposes, Policies & Strategies.

This publication argues for a tripartite policy in higher education that integrates presidential and board reviews and sets out assessment policies that recognize that finding and retaining executive leadership is the board's first responsibility, that integrate presidential and board performance reviews, that make clear that the governing board is responsible for reviewing the chief executive's performance, and that clearly articulate the primary purpose of the review. The report advocates a systematic approach to performance assessment which includes: (1) annual review of presidential stewardship, emphasizing mutual goal setting by means of a written management review or self-assessment prepared by the chief executive and formally reviewed by the board; (2) periodic reviews of board performance facilitated by a qualified person using an appropriate self-study survey of all board members; (3) periodic, structured, comprehensive, and simultaneous reviews of presidential and board performance; and (4) periodic review of individual trustee commitment and performance, discussing two approaches that increasing numbers of boards are using (and including illustrative forms and survey instruments). Nine appendixes present illustrative policies and procedures; an illustrative statement of board member commitment and responsibilities; highlights of a national survey of presidential performance and board performance assessment policies and practices; and suggested readings.
