State Policies To Support Middle School Reform: A Guide for Policymakers.

This guide describes what states can do to support and encourage the fundamental restructuring of the education of young adolescents in the middle grades. Its framework is based on the eight principles for restructuring middle grade education developed in "Turning Points: Preparing American Youth for the 21st Century," prepared by the Carnegie Corporation Task Force on Education of Young Adolescents (1990). The guide illustrates state policies and actions that can help middle grade schools implement each principle. While this eight-part framework is an organizational aide to identifying specific actions for each principle, all principles are interrelated. State policies should not be considered sequentially: a specific policy related to one principle may well be relevant to other"Turning Points" principles. Three items are appended, including a report of academic performance from New York State schools for representative curriculum areas, featuring mathematics, science, English language arts, and social studies.
