Monitoring Progress towards Education for All: A Methodological Guidebook.

This guidebook, aimed at middle-level policy advisors and planners in education, suggests a methodology that can be used to monitor progress in the implementation of Education for All (EFA) programs regardless of the proprieties and targets involved at the national level of the individual country. The first chapter discusses the decision to implement an EFA program and the kinds of indicators that can be used to measure progress. The legal framework and enforcement possibilities are also discussed. The second chapter focuses on monitoring, providing an overview of a monitoring system and its scope. Chapter 3 considers strategic plans of action and a logical framework methodology. Chapter 4 focuses on the development of a monitoring model, whether static or dynamic. The final chapter discusses implications and linkages required to ensure adequate planning, training, and information and communication requirements. (SLD)
