Mission and Structure: The Community College in a Global Context.

This is an investigation of globalization and its effects upon seven community colleges in Canada and the U.S. As a study of organizational change, the investigation addresses the alteration of processes and structures over the 1990s, brought about in part by globalization and institutional responses to globalization. This report has 11 chapters, a reference section, and an extensive set of appendices. Chapter 1 is an introduction. Chapter 2 discusses the theoretical and conceptual foundations of the study. Chapter 3 sets out the research methods employed in the investigation. Chapter 4 provides a statistical context for the institutions, emphasizing demographic characteristics of their respective regions, provinces, states, and countries. Chapter 5 offers the case histories, presenting data from both site investigations and observations based upon empirical study. Chapter 6 discusses the findings of the investigation that pertain to the alteration of missions and structures of seven institutions. Chapter 7 is an examination of the impact of globalization and global forces upon the institutions. Chapter 8 addresses the topic of management of the colleges, largely from the perspective of organizational adaptation. Chapter 9 explores and identifies the purposes of government policy for community colleges, both from a federal level and from the provincial and state levels. Chapter 10 and 11 address the principal research questions, detail implications of the study, and suggest avenues of action for practitioners. Appendices, representing almost a third of the document, list: (1) demographic tables of the noted jurisdictions and college regions; (2) government policy documents, organized by jurisdiction; (3) research documents used in the study; (4) a list of the members of the research team; (5) the current project outcomes published, presented, or in work; and (6) the final recommendations of the study.
