This handbook has been produced by member cities of the Developing Intercultural Education through Cooperation between European Cities (DIECEC) Network as an overview and synthesis of actions that have been successful in raising the academic achievement of ethnic minority and bilingual students. This practical guide is a synthesis of proven realistic measures that have improved pupils' school performance. The four sections are: (1) "The Overall Picture"; (2) "Multi-Level Working in Cities and Whole Education Systems"; (3) "Multi-Level Working in Schools"; and (4) "Multi-Level Working in the Themes of Intercultural Education and Raising Achievement." In all, the handbook contains 36 case studies from across Europe of practical techniques for raising achievement. (SLD)
