KIRIS Accountability Cycle I Technical Manual. Based on the Analysis of Data from the 1991-92 through 1993-94 School Years.

This technical manual provides all major existing information about the technical characteristics of the Kentucky Instructional Results Information System (KIRIS). The assessment component of the Kentucky Education Reform Act Accountability System was in use between 1991-92 and 1993-94 and was referred to as Cycle One. Two sets of test specifications were used to develop the KIRIS assessments. A subset of the 57 academic expectations that explicate four of Kentucky's six learner goals forms one set of the specifications, and a modification of the content framework of the National Assessment of Educational Progress forms the other. Sections of the manual, which traces the development of the tests and discusses their psychometric characteristics, are: (1) "Context"; (2) "Test Development and Item Analysis"; (3) "Administration, Scoring, and Reporting"; (4) "Generalizability"; and (5) "Appendices." Eight appendixes contain supplemental information and some forms used in the KIRIS. (Contains 175 tables and 6 figures.) (SLD)
