This document is intended to present guidelines to help districts and colleges successfully implement state laws and regulations that call for effective participation by the larger college body. The document was prepared for use by trustees, CEOs, academic senate leaders, administrators, classified staff and students so that they can participate more effectively in decision-making processes. The document is divided into 8 parts: (1) local board policy on collegial consultation; (2) academic and professional matters; (3) mutual agreement and rely primarily; (4) implementing the collegial consultation process; (5) roles of the academic senate and exclusive bargaining agent; (6) students and staff; (7) keeping participatory governance strong; and (8) compliance. Each part is dedicated to a specific issue area and is organized in the form of questions and answers. The 8 parts cover a diverse range of issues, including academic and professional matters, procedural information on adopting and implementing recommendations, academic senate roles regarding exclusive bargaining, students and staff, and compliance.
