This report examines the need of many deaf and hard of hearing college freshmen for remediation in one or both of two areas, reading and writing in English and mathematics. It explores the kinds of assessments most commonly used in these areas, suggests modifications for testing basic instruction and remediation, and offers some programmatic guidelines. Individual sections of the report address the following topics: (1) assessment of basic skills; (2) basic preparation in reading and writing English; (3) skills necessary to enter courses/majors; (4) improving skills; (5) basic preparation in mathematics; (6) deaf students in mathematics classes; (7) recommendations for improving mathematics skills; (8) the first-year experience; and (9) laws and regulations.
