This document is intended to serve as an easy-to-use reference to the Carl D. Perkins Vocational and Technical Education Act of 1998. The document begins with an historical overview of vocational education policy and legislation for the years 1917-1998. Presented next is an analysis of the differences between the 1990 and 1998 Perkins acts. The analysis includes an overview of major differences between the two acts and a 44-page side-by-side comparison of excerpts from both acts pertaining to 57 specific topics. Among these are the following: authorization; state allotment; eligible state agency; state uses of funds; state plan duration and date of submission; state plan development; state plan contents; accountability (levels and core indicators of performance); state and local requirements regarding special populations; maintenance of effort; within-state allotments; within-state secondary and postsecondary formulas; contents of local applications for funds; and tech-prep related provisions. The next two sections of the document contain a section-by-section summary and the complete text of the 1998 Perkins Act. Appended are pertinent sections of 10 other laws referred to in the 1998 Perkins Act and 19 articles and excerpts from articles about the 1998 Perkins Act's development and passage that are reprinted from the "Vocational Education Weekly."
